Situation
The paddock is situated off the Ashby Road / Main Street through the centre of the village and is accessed via a tarmac drive and small bridge over the stream known locally as Breedon Brook. Surroundings towns include Ashby de la Zouch and Melbourne. Derby, Nottingham and Leicester are all within a 20 mile radius of the village and the M42 and M1 are both easily accessible.
Description
The site is situated to the South of Main Street, Breedon on the Hill and is currently used as a grazing paddock and an allotment garden. It is a rectangular site extending to 0.50 hectares (1.23 acres) or thereabouts and it is bordered to the North and West with residential development and to the East by a commercial development operating a skip hire business. The land abuts a stream to the North and comprises relatively flat lying grassland.

It is understood mains water, drainage and electricity are available within the vicinity but not connected.
Access
The property is accessed via a vehicular right of way adjacent Brookside Caravan Repair Centre as shown marked brown on the attached plan. It is understood that this right of way is not acceptable from a highways perspective for alternative use on the land.
Planning
The land is designated as within the limits to development under the North West Leicestershire Local Plan Adopted 22nd August 2002.
The adopted North West Leicestershire Local Plan is to be saved until September 2007. A meeting of the council representative's to determine which policies will continue or be discarded will take place on 21st August 2007 with preferred options looking set to be implemented in December 2007. Of particular relevance is The Housing Land Release Supplementary Planning Document that will facilitate the orderly release of allocated and other housing sites in line with the provisions of Alteration No.3 to the adopted Local Plan.
Given the new advice in PPS3, a further assessment has now been undertaken of the deliverable housing supply up to 2012. The assessment shows that there is an under provision of housing in the district of just over 700 dwellings up to 2012.
From notes taken within an executive board meeting on 10th July 2007 it was stated that; "the Council is in the fortunate position that substantial areas of land remain allocated for housing development in the local plan. The sites allocated within the local plan account for an estimated 2590 although not all of these 2590 would be completed within the next 5 years."
It was further noted; "that even if all of the allocated sites are released, there is still a potential shortfall of 118 dwellings over this 5 year period". In addition it was commented that due to outstanding issues at Leicester Road Ashby de la Zouch the situation could be further exacerbated.
It is also therefore a key consideration that if any of these sites are not released, or they do not come forward at or above the assumed density, the potential shortfall in housing supply will rise. This will leave the district vulnerable to speculative planning applications, in locations attractive to the market, which even if the Council were minded to refuse, may be difficult to win on appeal given the shortage in housing supply.
With changes in the local planning policy imminent and a potential housing supply shortage it is an ideal opportunity for this site to be promoted.

Rights of Way / Easements
The property is offered with the benefit of any rights of way, wayleaves or easements that exist. Attention is drawn to three electricty pylons and a foul drain which exist on the site. The foul drain runs from the North East corner of the paddock to the Southern boundary with two manhole covers thereon.

The land is classified as being within a conservation area under the North West Leicestershire Local Plan.
